Weird White Sludge

For some reason I have these in many spots of my tank, some are very large and some are small. Whenever I suck it up with a baster it smells putrid. Does anyone know what it is?

That was my thought as well... you can see the opening flapping in the flow, lol.
No idea why it would smell bad though...
