Happened to mine. Not often, but it does happen. The twist prevents regulation of fluid within the arm. Try manually untwisting it. Oddly, when you attempt to untwist the natural retraction will sometimes allow for the arm to untwist itself and/or it is easier to untwist manually when retracted. Turn off your flow within the tank first. You can also just let it be and see if it resolves itself.

Yes - with help of my Olympus Tough III

The strange things is the development of the four new tips - they was before it start to twist. This picture was taken 5 minutes before the video - and it can be seen that it was not twisted at that time.

It is the Quasimoto of Euphyllia arms for sure.

The twist most likely happened do to the extra ends on the arm of the euphyllia. Caused by the arm getting twisted by the water flow in the aquarium. Like P-DUB said it does not allow the fluid in the arm to be regulated.
