Because they generally stay in those tanks for a few days to a week. Not saying it right, just business wise smart to reduce costs.

Also those small tanks are usually all plumbed together in a very large system with more water volume than someone's single small tank.

I'd imagine the tangs are fine for small periods of time. While cruel, they will survive.

A holding tank is different to a home. Realistically an LFS can't have 40 gallon tanks to hold each tang.
