For a 2 to 4 gallon pico tank. I'm going to use 4 up stars. Would 1 hv , 1 cw, 1 nw, 1 re be good? I want a 20k look. 1 to 2 stars max. It's probably going on a fluval spec 2.6

Ditch the red and go with a RB instead in my opinion. I feel that the mix you have listed will not have enough blue to give you the 20k you want. Also red may be asking for algae problems in tat size tank.

If you wanna ditch the red but still have the red spectrum in viable amounts ditch the cw and swap it for warm white Def not gonna be 20k if you have a cw+nw or ww+nw with only 1 royal blue normally you're looking for a 1:3 I believe. I'd do 2 stars 1 hv 1 nw 1 ww 3 rb 1 lime and 1 True blue
