What is this floating in water

Any idea what this is. Sorry for the bad pic. They have a feathery hand on it at the top. Have found two in my new system with rock from Tampa Bay Live Rock. Looks like maybe an egg casing of some sort? Looks like what ever it was is no lover alive.

It almost looks like a duster that's no longer in its tube. If that's the case, it's not a pest issue at all. Just a loss of a cool little critter.

Dead Barnacle. I had hundreds die off from my recent order. Think there all gone now but didn't really want them anyway. I don't even know if Reefers have successfully kept them.
