What is up with this hammer?

Hi there, I had a crash the year before last and I’m finally getting around to stabilizing everything. My parameters are KH 10.0 CA 440 and MG 1000. Yes I realize the magnesiumis low, but I’ve been running activated carbon to deal with the flat worm extermination I just did. The heads on these corals have always been very tiny now and displayed. I feed it often and my point of sale level has been below .04. And nitrates low as well some heads look better than others. Should I just cut my losses and frag the better heads in hopes that that will propagate again because this has been looking like this now for over a year.

The heads are all very tiny and not hammer like and have been like this for 18 months. Should I just remove them?
