Will a lawnmower blennie feed on this? If not, any other remedies?

It looks like hair algae from the video.

Get out an toothbrush and test your phosphates.

Phosphates are reading 0-ppm on the Hanna Phosphate Checker so they can be up to 0.04ppm.

Won't picking with fingers and the toothbrush spread spores?
