Its there at 1.009 ? will the black spots fall off him if it were black ich? Ive read hypo isnt really a treatment protocol for black ich. I do have prazipro and flubendazole (flubendazole works wonders on prazi resistant flukes!!)
With encysted parasites (digeneans and turbellarians) any successful treatment won't cause an immediate clearing of symptoms - the parasites die under the skin and will leave a black mark for weeks. What you need to look for are NEW spots erupting. That will tell you that the treatment is not working.
Prazipro doesn't work on encysted parasites. I don't use flubendazole much, but the dose is the same (2 mg/l) and aside from it's benefit against some other worm species, I suspect it has the same drawback.
Regarding "prazi resistant flukes", that is seen all over the Internet, but it is not really a thing. The two issues that combine to make people erroneously say that are: 1) heterotrophic bacteria that builds up after multiple doses that consume new prazi additions, rendering it less effective, 2) missing the timing on egg laying flukes, allowing some to escape treatment and reinfect the fish.
