White stuff on neon goby

Alright, i’m pretty sure this fish doesn’t have Ich but what is this and how would i go about treating him? I read a fresh water dip would work but i’m not sure

It could be something much worse like velvet I’d qt everything asap

Looks like your goby has Brooklynella. And yes, freshwater dips can, if you repeat them every day and place the fish into a sterile QT each time after the FW dip (yeah, lots of work) it can remove sometimes all of the parasites.
But there are other options:
