If I had to guess, it’s someone from another country. They most likely ran ultra low nutrients, like a Zeovit tank. These corals look outstanding. I’m curious to read about their system.

If I am not mistaken, it is one of the tanks at KZ Zeovit HQ in Germany. There is a tour of the facility somewhere on Youtube and its awesome.
