Why do I never have luck with Cleaner/Fire shrimp?

That is a problem.

So what could be the problems in the parameters that I don't see? My point is, no matter if I have a test kit or not, other critters and corals in my tank are still doing well but the cleaner shrimp.

Do you use 0 TDS RO/DI water?

Back about 30 years ago I had the same issue with cleaner shrimp, and getting an RO/Di unit fixed it. I'm guessing I had low levels of copper coming in from my pipes...

Ensure iodide level remains in the 0.03-0.06 range so they can shed easily, if low, can be very stressful on them.

Because the other critters are less sensitive to less than ideal water quality. Even many corals, like a lot of soft corals which I assume is what you have if you don't have test kits for parameters like calcium and alkalinity. Nevertheless, what are your nitrates at? You can't answer that without a test kit.

What is your tank's temperature? Too high will cook them rather quickly.

I've seen reports of them surviving up to 84 degrees, but I wouldn't push that myself.
