Why was I still getting shocked with apex outlet turned off?

I was doing a water change and had the utility pump connected to an apex outlet. I turned it off and started carrying it outside when I started feeling a tingling sensation half way. My hands were wet so I knew immediately it was stray voltage I was feeling. I set it down and went to unplug it from the the apex. I longer felt anything the remainder of the way.

So what happened? Is current still flowing even with the outlet off but just at a reduced level?

no clue anything about your pump but it is not a true dc it has an invertor your apex has no dc outlets..I have had a nerve tingle in my hand before that felt similar to be shocked and it could just be a coincidence
