Will my clowns pair?

One of my daughter's clowns died. They came in a small pair. We lost the smaller one, definitely the male. We bought a new one from an ORA supplier and they told me to just put in a note saying we want a male.
The new clownfish is the same size as our female. It's only a 9gal tank with plenty of room for them. The two clowns don't swim near each other. They don't seem to be stressed at all. There's no aggression and they don't avoid each other. But there's no dom/sub behavior at all. It's been at least a month.
If I added another female would they have fought already?
If I do have a male and female is there a chance they may never pair?

9 gallons is really too small for a pair, but only time will tell if they pair up. You may want to start saving up for a bigger tank. (Probably are looking to up size already anyway lol)

They are just babies right now. I'll move them when they get larger.

Clowns are territorial in nature and may or may not accept another occupant without aggression and/or bullying. If they pair off, this tank will be a bit small to house additional fish Peacefully

With that small tank, if it's been a month, they have likely decided their roles. Their personalities just aren't aggressive...yet. With the rock, etc. 9 gal is a tight squeeze even with the ocellaris morphs. They will be fine but they won't thrive in that environment. When you upgrade to a larger space, they will be happier.
