0 nitrate

If my nitrate level Is at 0.0 should I continue my weekly water changes? I ask because that would just keep them at 0.0 I have some type of algae outbreak yet again I'm assuming that's why they are at 0.0 any help is greatly appreciated

IMO, keep doing regular changes, but feed more or dose some form of N.
