BINGO !!!!! That valve open and closes the export pipe to the sump.
Most sumps they lift off so you can clean inside,' If it comes off you should be able to see inside and turn the valve and see that it open and closes. if not that is the problem...
I see bubbles in the sump so your skimmer is overflowing which means that vale is not working...or the tube from the silencer is restricted in someway, either a kink or something in the air line tube restricting air, which is causing the skimmer to over flow also...
so now it could be two reasons why your having problems.

There was a slight kink in the hose. I put the cup back on and now it seems to be running better. I'm going to let it run for a while and see if it still over flows. Then if it does I will take the part off you said and check it. For now that's all my back can handle doing.

Hopefully that and having the air hose closed like Steven said are what was causing the problem. Thank you both for the help I will let you know after it runs for a while if it's all good.

For some reason, sometimes "close" and "open" are backwards. Have you tried "closing" it?

I have it turned all the way to the side that says close are you saying turn it all the way to the side that says open? Its still over flowing but its a lot better than it was.

I see you like a medium wet skim.

Then yours is right.

One thing I've done in the past was take a cotton ball and pull off a small ball of it and place it just inside the air tube to create a little restriction.

Is it an adjustable pump? You might need to turn down the pump some of it's pulling too much water and air.

My old IOAOI I ran at 2 or 3 on the pump speed (it went to 10).

The pump is at 1 right now.
