43 Liters Nano

Hello R2R!

I'm a newbie around here and about to set up a nano tank of 43 liters. I researched and asked many people around, but everyone said different things. Firstly, I could not decide on the capacity of the return pump. If I choose 1000 LPH, it means it turns 43 liters for 23 times in one hour. I think it's kinda overkilling for a tank that has a behind sump. Is 600 LPH okay, or could you please tell me the optimum capacity for my tank?
Secondly, I still cannot decide whether I should use a ps for this tank. Is it essential, or can I keep the water parameters on point with regular 10-15% water changes twice a week?

I have a 15g with an Aquaclear 70 with a small refugium ( Sea Lettuce) in the basket. It has been 2 years and so far so good. Real simple setup
