Have checked ammonia and nitrates? If they are at 0 than your good to go. If not continue on with the cycling process. Once complete you can do regular 20% wc or none if your tank will allow you to get away woth it.
Ps. During cycling you should do wc every week of between 20 and 50% I believe. If om wrong I'm sure someone else will chime in.

This all depends on your level of nitrates. We'd need more info. Up to a 50% water change is acceptable.

if your ammonia and nitrites are both at 0 then I would check nitrates. If they are over about 20 or 25 I would do anywhere from 15 to 25%.
