Do the stalks look like mini ferns? It looks like green turf algae to me but i cant see enough detail to be certian

No matter what it is you have many ways to manage it.
Remove it by hand is the first step. Suck it out while scrubbing it with a tooth brush.
Next find a clean up critter or critters that will eat it. Most will not touch it when its long, but once it has been cut down by you they will go for the young tender shoots. Snails that like rocks. An urchin. Crabs are some of your choices.
This should get you started. If the problem persists, then we will figure out why it is your main consumer of nutrients and not something else.
Lapin just gave you some very good info. Follow your maintenance and scrub or pull off what it is. Also do you have a refugium filled with macro algae?
So not currently using correct? Just asking because sometimes macro can get into the dt and look bad like calepura. Also, what are your water parameters?
