Alternative filter options to add flow?

My bigger issue is a have really low flow in my 20g tall.
I had a power head in there that could go as low like 130 gph if I remember correctly. I turned it off after my coral banded shrimp had a rough molt and now can’t keep his footing if I turn it back on.
I have seen people use sponge filters as a means of getting decent flow in a tank and wondered if maybe this could be an option for me?
I currently use a HOB and placed the output over where my corals sit to provide them at least some flow for now, however, I really don’t feel like it’s enough flow.

Aim it towards the surface
Add mesh to outer cage, another option

I did try aiming it towards the surface, I think because it is such a small tank, it doesn’t deter the flow as much.
Definitely gonna try adding the mesh and see if that helps.
