72 hours is so long. Why? This look like green hair algae and diatom black out is not the fix.
What's your parameters?
Your system age?
Your dosing?
Your filtration and equipments?

I have not used vibrent and my openion of it is that it's one of these snake oil thing that some say works some say it doesn't. I do not use chmeichal in my treatments anyway.
How old is your system?
Are you dosing anything like carbon dosing?
Do you run activated carbon?
What test kit you use for po4 testing?

I would bring down your no3.
Bring up your mag to 1350
Weekly water change and clean the algae when you do water change if you can.
Add good activated carbon preffrably in a reactor.
Mindful feeding so you reduce nutrients and uneaten food
Add cuc if you have not yet. Urchins are very good with algae and diatom.
Add snails if you have not yet.
It should clear up eventually once your system mature more.

Can you get a better picture of the algae?
What's the color?
Is it like hair or like snot?
Does it have bubbles?
Does it come during day and disappear at night?
Does it float in the water column?
Is it on rock and sand or only rock?

Your urchins do not eat the hair algae?
This look like a hair algae, but can you just take a good picture?
Even if you can scrape some put of the water and take a picture as well
