AP700 No Power Never Used

I have an AP700 I was trying to sell, but unfortunately when the buyer went to use it, it never powered on. It's sat in the box on a shelf indoors the entire time I've owned it. There are no LED indicators lighting up, but I don't know if it's getting power. Does anyone have any recommendations for troubleshooting? It has a Delta LNE-48V185AA power supply with adjustable voltage and current, but I don't know where I would start to mess with those. Maybe the power supply has a shelf life? I don't have another power supply to test it.

One test is to check to see if it indeed is putting out 48v.
Just on its own and not plugged into the light.
Minor possibility that the voltage out is too low via the on board potentiometer tweaking.
Cheap VO meter is needed.

About the only thing in a ps that has a shelf life is the capacitors. Not likely they failed from just sitting there though.
But ?

A side curiosity is that most ps replacements are Meanwell. Models equiv. to the Delta though.,

Exactly. I would first check the output of the PSU. I assume there isn't an indicator light on the power supply.
I suppose it's possible that the capacitors in the PSU dried up after many years of storage... But still shouldn't have happened.
AP700 has a somewhat complex (and not very robust) voltage regulator network on board. I do have a repair video for this model with a lot of power related diagnostics:
