Apex Jr. bootloader mode help.

I reset my router and now my apex is disconnected. I’ve contacted Neptune, followed their steps and told me to send it in for repair. Just not sure if it’s worth it since I paid $75 for it?
Currently in windows safe mode, wireless card disabled, ethernet is connected to laptop-router-apex jr.

Did you select "Safe Mode With Networking" when booting Windows? Regular Safe Mode won't allow any network communications.
