Attaching a Light bar to Ecotech rail mount?

Is it at all possible to some how attach a light bar to the rail mount or maybe DIY something?

per upper management I cannot have and hanging lights from the ceiling because “the living room is a fish store”
 
I would not try to add to the echo tech mount. You could build something custom. IMHO, its not clear what you mean by the living room is a fish store. Or - perhaps just use the lights you have - because they should be adequate?

I would like 2 light bars for added blue POP.

I cannot hang anything from the ceiling

Why not add another echo tech light - and set 2 of them on more blue settings? Or - like I said you can build a custom canopy of some kind. With My radions I get plenty of 'blue pop'. But - its all personal preference
