Blue rim on Achilles

Anyone know if this is because he is just a juvenile? Or does it stay?

It often stays but the blue rims are rather hard to get to show on them the older they are. Due to the fish growing but the rim looks like it “Shrinks” when instead it’s the same as it was as a juvenile.
