Can someone id these tiny critters?

My tank is pretty new (~8 months old). I got a pretty nasty dino outbreak and realized my phosphates were 0.00. I added a small amount of Reef Roids (⅛ tsp in a 20 gallon tank) 2 days ago to try to get the nutrients up, and today my phosphates are 0.06.

But I also noticed these tiny white critters, they're really concentrated where there are dinos on the glass. I tried searching and it sounds like they might be copepods or some other sort of pods. But I'm a bit confused because the only copepods I've ever put in the tank were frozen. Once they're frozen they're dead, right? I find it hard to believe frozen pods would reanimate, but I don't know where else they could've come from.

Look like pods to me. Pods can come in on just about any additions to the tank. Coral, snails, frag plugs, etc. If they don't have any predators and food they will populate reasonably fast
 
Pods could mean either copepods or amphipods but either way they are harmless and likely just fish food
