Candy cane skeleton showing

I purchased a candy cane frag a few months ago. I acclimated it in the sand bed where it was puffy and happy. Then I moved it up slightly and glued it to the rock. It slowly got more and more sad for weeks, but I didn't realize just how bad it was until I used a turkey baster to see if there was detritus collecting on it. When I blew on it, the flesh retracted and came right off the skeleton. it's in a very low flow area of the tank...perhaps that's the issue?

I had some minor alk swings a couple weeks ago, but I have since corrected them. The other issues in the tank that I've noticed: I have a bit of hair algae (didn't have it before), and my nepthea has been closed for about a month. Like, tiny. It is sloughing, but it has taken FOREVER. I moved it to a higher flow location and it seems to be doing better.

Possible to return it to original location or close to sandbed? Mine seems to like medium flow and a spot quite low on the rockwork. I had it up higher at one point and it was sulking somewhat. Quite a bit of flesh receded but they are a really hardy coral once they get happy, might come back to form if moved.
