Oof, that's some pop eye if I've ever seen any. The problem with pop eye is that can have three different causes, all of which requires different treatment. Firstly, there's physical damage. While he might not be picked on, he might have bumped into something pretty hard. Tangs can get going pretty fast.

Second, there's viral disease. Not much can be done, just clean water, low stress and praying to any deity you prefer.

Lastly, there's a bacterial infection. QT and antibiotics would be the best way to go with this one. Kanaplex would be ideal, since it can take care of gram positive and negative.

This is likely the result of an injury and not viral. Tangs are skittish and will injure themselves and having 27 tangs, I know.
Gas embolism would be another cause but with one eye, suggests injury. I recommend to see if it subsides in the next 24-48 hours and if not , treating with Maracyn as pictured below in a separate tank, not Kanaplex.

Just to clarify - this is most likely a strike injury. Bacterial, parasitic or viral issues would affect both eyes to some extent.
