Confused about Clarisea flow

So I recently installed a Clarisea sk-3000 gen 3 in my sump and have not been able to figure out how to get the proper flow through it. I'm running a 1" drain at full siphon, with a Vectra s2 return pump running at 70% (~980gph). The water level will reach right to the bottom of the float valve but will never get high enough to raise it unless I open the drain a tad more. The fleece is definitely doing it's job because it gets really dirty but never spools on it's own. When I open the drain anymore than it currently is my return pump can't keep up even at 100% which doesn't make sense to me. What am I missing here? I can't imagine the few elbows I'm running on my return line are restricting my flow that much.

EDIT: I'm a dummy and didn't realize the bypass screw was open this entire time. lol
