Delayed Power Return

i am looking for something (not an entire controller system) that will delay power to my skimmer after the loss of power. The issue I have is when power is lost and returns the water level in my sump takes a minute or two to even back out. This raise in level throws off the skimmer and causes it to overflow the collection cup. Is there something like this that exists?
