Divers den/blue spotted puffer

My puffer came today from divers den, and it’s not what I remembered it to be. The water in the shipping bag was filthy, and was not the exact fish I ordered(it’s actually a little larger), and it appears they now ship from Minnesota. It also appears to have ammoni burns on it too. Is this now commons since petco took over?

i dont know when petco took over but my last order from divers den was 7 fish, the bags were the dirtest i've seen, maybe the fish pooped alot but all were healthy and made it passed QT except 1. i've had pretty positives experience with DD, i havent ordered from LA though
