Im newer to reef keeping and im in the middle of battling dinos my nitrates were undetectable and my phosphate was at .04 dosed to raise the nitrates to 2 ppm and the next day my nitrates looked to be about 1 ppm but my phosphate went down to .02 i repeated the dosage and my nitrates still reading between 1-2ppm but phosphate went to 0.00 should i dose neophos to bring that back up?

I believe you are seeing expected behavior. The tank cannot consume nitrates or phosphates without also consuming the other. I would continue to dose nitrates and keep both parameters detectable.

Someone much more knowledgeable than I can hopefully confirm or expand - I'm certainly no expert :)

Agree - dose up the phosphate as well and keep an eye on both till you figure out your tank's consumption. When I was dealing with my nutrient issue (the first time...) whenever I finally got phosphate detectable it'd promptly drop the next day and take nitrate back down with it. They get consumed together.
