Is there any way to drill the back of the stand to install some conduit to hang T5s? The tank is 4.5 inches away from the wall and I'm not sure if this is doable.

They have 90 degree drills around you may be able to use if your drill bit is short enough.

Or are you just trying to attach it with screws? If so a stubby screwdriver and a bit of patience may work.

Those are for drilling between studs. It might work if you drill and screw at an angle but then the OP would need a longer screw which further complicates things.
It works much better than you would think. I've used it several times with my impact driver to drive self piercing screws into sheet metal with as little as 3 inches of clearance. I'm able to screw them straight in with very little effort

Take your conduit and liquidnail a nut on the backside, cut a small piece of tubing for a spacer flat end against the stand and make a small curve in the other end for set the pipe in, drill hole from inside stand through the stand, spacer and both sides of tube, liquid nail nut on back, thread bolt with washers through and tighten down.
