Ecotech Battery Backup charged on shipping?

Just plugged in a brand new battery backup and the light is red on the power pack. Is it supposed to ship fully charged, partial charged or no charge? I tried to pull power on my MP40 and the battery had no charge to keep it going.

Also is there anything I need to do on my Apex with a WXM module?

I just opened mine yesterday. We had a power outage for 36 hours and it ran the whole time out of the box. It was one mp10 though

Figured it out, it was shipped with a blown fuse.
