Eel still not eating

I bought a snowflake eel from the lfs about two weeks ago, he is about 32 inches and very thick, he is in a 90 gallon with plenty of rock and a 4 inch sandbed, I tested the water last night, temp 80, Ammonia 0, Nitrate 0, Nitrite 0, pH 8.2, I have tried silversides, squid, live fish( I was that desperate, I never feed live fish for obvious reasons) I tried shrimp last night, he doesn't respond to food, I even place it directly in front of him, nothing, my other snowflake eats 3-4 silversides every 2-3 days and he is only 18 inches, Please help!
 
Maybe try soaking some of the food in garlic? Did you get to see him eat before you purchased him? Has he ever eaten for you? Is he acting like a normal eel (mouth open, hiding, etc)?
