Will a 9" wide space work for a 7" wide skimmer? Also, is 6" wide enough for a 4" wide return pump?
 
As long as there is room for the equipment to physically fit, and the intakes aren't being blocked, it should be fine.
 
Maybe! The reason I say maybe is that you also need the head room to angle the skimmer out. If you don't have that head room, you might need to increase the width of that section. Otherwise, your dimensions are fine.
