would they just "spawn" (unsure of the word,) after growing chaeto or must they be introduced? also would uc steralizing kill the pods?
No, they don't magically appear - while the chaeto could happen to have a few pods in it, your best bet is to add a few jars...

You can buy them or let them naturally arrive on corals or snails etc. I run a 40w uv 24 hrs a day on my 180 gallon and the sump is full of pods and I believe the display would be too but I have a melanarus wrasse in there. I've also watched my chromis and clownfish eat them in the display. I dont dose anything for them specifically.

Is it possible to have natural diets in the tank, such as zooplankton for clowns?
While yes, plankton affected often by UV, filtration and some medication. More inviting and cost effective are as mentioned, copepods and Live foods such as brine shrimp

copepods are plankton
copepods are plankton
Yes plankton species in nauplius form. Zooplankton in bottles which I thought you were referring to and non larval form. Some are cyclops form such as cyclopoid while common copepod calanoid are common zooplankton species

I was talking about the pods in jars, sorry if I came off as rude.
