Has anyone had GFO or low PO4 affect fish?

My porcupine puffer isn't doing too well and my dwarf eel seems to be a bit less personable (both scaleless).

Earlier this year, I had sky high nutrients in my fowler. Nitrates were well over 100 and phosphates were over 3.0. The nitrates were affecting my lionfish so I fired up a sulfur denitrator and got them down to 10-20. Everyone was happy. The low NO3 and high PO4 (sulfur denitrators don't touch PO4) led to a bad cyano problem. About 3 1/2 weeks ago I started running GFO. Looking back, this is when my puffer started acting weird. PO4 is down to 0.5 and the cyano is clearing up, so I turned off the reactor to see what happens.
 
P04 being in a low range shouldn't have any effect on fish, inverts.
