Help dialing in my UAS

Hello, I have had my scrubber for a while now and I can seem to get it to grow algae. Algae will start growing on it the first couple days after cleaning it, then it seems like a slime coat takes hold and kills the algae and severely limits the growth. What can I do to fix this.

They say a picture is worth a thousand words so I am attaching my UAS after about 2 weeks worth of growth. I have the lights on for 12 hrs a day right now.

Neither. This is the only filtration on the tank. I don't even have a protein skimmer right now.

Ok clean all the slime with a toothbrush in the sink, so you see all white surfaces. Then up the hours to 22, and see how it looks in 10 days.

Looks like it grew even less in that setup. What are the next steps? I have GHA growing in my display.
