Help identifying?

I know the picture is not great but its best i could get, anyone have any idea what this is growing on my frammer (pretty sure its a frammer). What im refering to looks florescent in my tank.

With heavy blue lighting, hard to confirm or guess. Can you retake pic under white lighting?
