Can anyone recognize or know what is growing on my rocks?

Should i let it live or scrub/remove?

Appreciate any advice!

Sorry for delay, was not around. Full white will be problematic but I dis some better pictures and a video, hopefully will help.

I have no idea who this guy is. But the two things below him look like ball nems.
