Help with VHO bulbs not working!!!

So I changed my vho bulbs last night and today when I got home from work they were off. I put the old bulbs back in and they didn't work either. What is the direction I should go to figure out whats wrong? I changed the fuse in the ice cap 660 that didnt work. I looked at all the connections and they seemed to be snug and intact. how can I check to see if this ballast went bad? Also if I take the bulbs out and plug the ballast in and take a multi meter and check each end cap would it tell me if they were getting power?

Try unplugging and plugging the harness back in while power is on let me know if that does it may be able to trouble shoot some more with you
