How to speed up encrusting?

Does it help to put putty around the base of encrusting coral frag plugs?

Has anyone tried this?

I would think if the putty came in contact with the tissue it would slow growth rather than encourage it. If the corals are happy I'd let them be. They'll take off when they're ready.

I'd agree with the above. Not sure what putty around the base could do that would speed up growth. I'd expect the opposite as well, blocking the growth edges with a foreign material would likely slow rather than speed up.
