How would you proceed with this PayPal dispute ?

You bought a working 100% light, unfortunately you didn’t get what you bought , I would dispute it for a full refund and let that jerk get no money from me.you’re a good guy for wanting only a partial.
Also they can’t make you send anything back I disputed something like this before but it was with a pump and got my full refund be firm with them
 
This light should fit easily in a flat rate box which is 2 day delivery and under $20
 
(this is why i dont buy stuff on R2R thats not local, no accountability for dishonest sellers)

Paypal will often make you send it back at your expense, even if the seller lied about condition. So you'll probably be out shipping, but as many on here have noted it should not cost much to send back domestically via USPS. Demand a 100% refund of your purchase price after the tracking shows item returned. Make sure you upload the tracking # to the dispute and contact paypal as soon as it shows delivered to process your refund.

If for some reason paypal doesn't cooperate, call the bank for the credit card you used for the paypal payment and try to get them to chargeback to paypal.
 
Reason why I said $50 to ship is the light came with hms mount. I would have to ship the light and hms mount in two different boxes. $20 each box + tax comes out to around $50.
Just a guesstimate
