hqi ballast will not light

I have an older 2 bulb 250 watt magnetic ballast. One of the bulbs will not light. I replaced the ignitor and it worked for a few months then would not light again I replaced the ignitor again but will not light. Could the capacitor now be bad or any other ideas

Yeah normally when I'm in mine inreplace both at the same time they generally go bad right within a short time of each other I've found over the years not sure though if that's your prob
