I have an aptasia on a blasto frag!

Can i remove the frag scrape off the aptasia and then dip it to safety remove it?

Maybe. I would toss the frag, or QT it after treatment. I find it can spread from just a tiny trace.

Can you post a pic of the frag and location of the aip? If possible, I always cook the aip is peroxide. I make sure it doesn't get onto the coral. If you can't do that, scrape and rinse place in qt. If you don't have qt, may want to look into a kalk paste to inject into the aip.
