Noticed this on an SPS frag I recently got, looks like a type of hydroid. Anything I should do?

It does look like hydroids, given that they've encrusted the plug at least as fast as the sps, I would break the sps off at the trunk, keep the top part, and throw away the bottom. The sooner the better in case they are ready to reproduce.

I honestly don't know, they're fairly resilient and tough to treat for on a whole tank, but while there may be a dip that works, anything concentrated or strong enough would probably damage or stress the across more than just cutting it.

I would presume careful application of hydrogen peroxide to the base or a strong dip solution dipping only the base for a minute or two would work, but I don't know if the acro would recover faster/do better compared to just cutting it.
