ID this ugly hitchhiker fish please

Saw it one night so it must be from the live rocks cuz I dont remember buying this. Looks like a tetra lol.

Only comes out at night and quite fast.

THANK YOU ALL! Sucks it is a cardinal. I am not a fan of cardinal nor cromies - ugly fishes! But hey he is here, so I should give it the best life I can.

Im from the Philippines. Lots of that here. Even lots of marine fishes here being exported to other countries... fishermen catch fishes and they sell it to companies who sell them to US, Germany, Hong Kong, etc etc etc.
