I have my heaters beside the inflow in the sump, and my temperature probes placed about 10 cm apart in the last sump compartment where return pump is... the heaters come on and off regularly.... I'm guessing the temp of water reaches the target temp and turns off before the actual DT temp stabilises... should I move my temp probes to inside the DT instead?

I would, otherwise you will continue to have temp differences....not much but at least by 1degree.....

That's what's happening yea. Now I think on it more, maybe I should move my heaters to the second compartment, and move the probes to the first where the water comes in. That way it'll allow for more stable temps, and should the return pump fail then the probes will still detect any overheating in the sump. Thanks!
