One last question - a fellow breeder said he thought it could be a bacterial gill infection. I've never heard of this.

Just like with humans, fish can get an infection almost anywhere. You'd have to sacrifice one of your clowns (or wait for the next one to die), perform a necropsy, and take a gill scrape which could be scope ID'd. I can ID a parasite from a worm from a bacterium. ;)

I've lost a couple juvies but the copper/nitrofuracin seems to have slowed things down. The two adult black ice are stressed, but it may because they are in a breeder box in the hospital tank. Their eyes look better than they did. Does copper stress fish? Their breathing is about the same. However they don't appear to be near death.....yet.

I removed the copper - kept up with nitrofuracin. The fish are fully recovered. going to continue until the 10th day. The system looks fine still. Total mystery.
