is it true that if i wanna post corals i have to have a minimum of 25 post and have been a member for at least 30 days

Yes it is. There is a sticky at the top of the selling forums:

"To limit the amount of people just signing up to sell things here on reef2reef we have decided to limit selling to members that have at least 25 posts and have been a member for at least 30 days.
